At its meeting on November 19, 2024, the Minocqua Town Board adopted a new moratorium regulating the placement of portable shipping containers and semi-trailers. This moratorium replaces the more restrictive moratorium that had been in place. Here is a summary of the new moratorium:
EFFECTIVE DATES OF MORATORIUM: NOV. 19, 2024 THRU DEC. 31, 2025
Limitations and Requirements for Placement of Portable Shipping Containers and Semi-Trailers in the Town of Minocqua:
- Portable shipping containers and semi-trailers used for storage shall be placed no less than 50 (fifty) feet from any property line.
- Portable shipping containers and semi-trailers used for storage shall be safe, structurally sound, and in good repair. Stacking of portable shipping containers and semi-trailers is prohibited.
- Portable shipping containers and semi-trailers shall not be used for habitation – humans or animals.
PROHIBITED DISTRICTS:
Portable shipping containers and semi-trailers used for storage are PROHIBITED in the following zoning districts:
District #02 – Single Family Residential
District #03 – Multiple Family Residential
District #06 – Business B-1 (Highway 51 corridor between Highway 51 Bridge to Highway J)
OTHER DISTRICTS:
1 (one) single portable shipping container or semi-trailer used for storage may be placed on a parcel in the following zoning districts, not less than 50 (fifty) feet from any property line:
District #05 – Recreational
District #07 – Business B-2 (most of Hwy 51 South and Hwy 70 West corridors)
District #15 – Rural Residential
Up to 5 (five) portable shipping containers or semi-trailer used for storage may be placed on a parcel in the following zoning districts, not less than 50 (fifty) feet from any property line:
District #1A – Forestry
District #08 – Manufacturing & Industrial
Exceptions to this Moratorium:
Moving: A maximum of 2 (two) portable shipping containers may be placed on a temporary basis (not to exceed 14 days) in any zoning district classification to facilitate moving.
Construction: A maximum of 2 (two) portable shipping containers may be placed on a temporary basis in any zoning district classification during a period of active construction; containers must be removed within 30 days of work completion.
Definitions:
Portable shipping containers: Reusable metal shipping units designed and utilized for the purpose of being loaded onto trucks, freight trains, or nautical shipping vessels for transportation of goods and materials; typical size of such containers is eight feet wide and ranging in length from 8.5 feet to 40 feet.
Semi-trailers: Any wheeled vehicle without motor power that is designed to be used in conjunction with a laden or unladen truck tractor so that some part of its own weight and that of its cargo load rests upon or is carried by, such laden or unladen truck tractor and that is generally and commonly used to carry and transport property over public highways and streets/roads.
Also be advised that any placement must also comply with Oneida County Zoning requirements, such as:
- Portable shipping containers and semi-trailers are treated as accessory structures, with permit required based on square footage and value.
- Minimum of 75’ from OHWM (ordinary high water mark) of waterbody or lake bed.
